Tournament Notes
Tournament Committee
- All tournaments and qualifiers in this document are conducted under the terms and conditions set forth by the HBHGA Tournament Committee.
Registration
- Registration is required for all tournaments.
- Sign-up sheets will be posted on the HBHGA Board in the clubhouse at least one month prior to the start of every tournament.
- Competitors must register 7 days prior to the start of all tournaments.
Tournament Tee Times
- The Tournament Committee will arrange for tee times for all competitors based on the number of registrants.
- Competitors must play at the times assigned by the Committee.
- In match play events:
- The Committee will allow exceptions to playing in the designated times, provided all competitors involved in the match agree to a different time and the match is concluded before the next round of matches in the tournament begin. When competitors agree to play at times different from those established by the Committee, it is their responsibility to notify Course Administration that they will not be using the tee times obtained by the Committee.
- Final matches shall be completed by the final Tournament date, unless all competitors involved agree upon alterations in each match.
- The Committee will attempt to procure tee times between 7:15 a.m. and 8:30 a.m. EDT on the days of competition.
- A modified shotgun will be attempted for the Opener & Closer. Approximate start time will be 7:30 a.m.
- Competitor tee times will be posted on the HBHGA web site and the Course Administration computer by the Thursday immediately preceding every event. (http://www.hbhga.org)
Entry Fees
- There is a $15 entry fee for Opener and Closer.
Green Aeration
- If deemed necessary, certain tournament dates may be rearranged to avoid the green aeration process.
Eligibility
- Dues paying members of the High Bridge Hills Golf Association are eligible for all tournaments.
Prizes
Prize values stated in this document are based on an expected annual membership of 50 golfers. Actual prize values and number of positions paid may vary based on our actual membership numbers and tournament participation.
- Payouts will be in HBHGA gift certificates.
Multiple Position Wins
- Any individual or team winning two positions in a single tournament will be awarded the greater prize, but they cannot win both prizes. Gross winner is usually awarded first. The remaining positions are divided among the next best scores and the same option is presented if ties are involved.
Handicap Determination
- When handicaps are used, they shall be the competitor’s USGA “Course Handicap” from the specified tees, based on the player’s gender and USGA Handicap Index at the time of the sign up deadline.
- Exception – If Club House or GHIN computers are down and not accessible, the closest recorded handicap index before the sign up deadline will be used.
- Per USGA Handicap Rules, handicaps will be capped at the maximum handicap index of 36.4 for men and 40.4 for women.
- Since the adoption of handicapped tee boxes, the following rule will take affect when designated tee boxes are presented:
- USGA Handicap System Section 3, rule 3-5, paragraph a.
- Different Tees: Men vs. Men; Women vs. Women; Women vs. Men
- Different tees usually have different USGA course ratings. Because course ratings reflect the probable scores of scratch golfers, the higher rated course is more difficult, and the player playing from the set of tees with the higher USGA course rating receives additional strokes equal to the difference between the course ratings, with .5 or greater rounded upward.
- Example: “If men playing from the middle tees where the men’s USGA course rating is 70.3 compete against men playing from the back tees where the men’s USGA course rating is 72.6, the men playing from the back tees will add two strokes (72.6 – 70.3 = 2.3 rounded to 2 strokes) to their course handicaps.”
- The same applies to Women vs. Women and Women vs. Men
Tee Box Handicap Assignments
- Tournament handicaps will be adjusted for gender & tees played.
- These Tee Box assignments will be used for:
- The Schweikert
- The High Bridge Classic
- The Par 3 Challenge
- Two Person Multiple Shot

For any designated tee box tournaments, you will not have the option to choose your tee. You will use the tee box assigned to you and your course handicap will then be determined from the designated tee box.
11. Match of Cards Procedure
When indicated, ties will be resolved using USGA match of cards procedure.
- The winner will be determined first from the better total score of the last 9 holes played, the last 6 holes played, and the last 3 holes played, respectively.
- If there is still a tie, the last hole played will be the deciding factor.
- If a tie still exists, the tournament committee coordinators for that particular tournament will make a final decision as how to resolve the tie.
- For shotgun events, where teams/players start off on different holes, the tournament committee will declare which 9 holes are the tie break holes.
- 2 day tournaments will start the tie breaker with the last 18 holes played.
Handicaps will be applied to playoff holes as allocated per tournament rules.
12. Handicap Hole Allocation
The tournament committee acting under Rule 33-4 imposes the following changes to the holes that handicap strokes are given:

Each player takes strokes according to Handicap Rule 9-3a:
“In mixed competitions where each player plays his own ball and where allocations are different for men and women, the players receive strokes based on their respective stroke allocations.”
13. Tournament Player of the Year
The tournament player of the year for the HBHGA association will be determined by a point system. Points for each of the tournaments (with the exception of the Mixed Scramble) will be awarded as follows:

Details:
- Team events will split points evenly with all team members.
- Ties will be broken as outlined in the tournament descriptions. If that is not feasible, ties will be awarded the average points of the tied positions.
- The Sr., Super Sr., and each flight of the President’s Cup will be awarded full points. People playing in both the Sr. and the Super Sr. will only win points in one of the flights (whichever is greater).
- Tournaments that award 2 divisions (such as net and gross, Pink ball, etc…) will have the points split evenly between the two divisions. Unlike the money, you can win points in both divisions.
- The person(s) with the most points at the end of the year will be named the tournament player of the year. If needed, a tiebreaker will be set up like a match of cards. The player earning more points in the last half, third, quarter, and final tournament of the season (respectively) will break the tie.
- Individual events that have less than 10 participants will have the points scaled down proportionally. For example, if we only have 7 participants, we will award 70% of the above points. If we only have 4, we will award 40% of the above points, etc… This does not apply to team events.
- Bonus Points will be awarded for individual stroke play tournaments with a large field. For each competitor above 15 players, 2 bonus points will be awarded. So with a field of 25 players, 2 x (25 -15) = 2 x 10 = 20 bonus points added to each position 8th and above.

14. Slow Play
Slow play is an issue for all golfers. The association has a vested interest in maintaining pace of play for all of our tournaments. We get early tee times on the basis that we make sure to set a good pace for the golf course. If we can’t maintain pace of play, we may endanger our relationship with the course.
We define slow play as playing significantly behind pace with 1 or more open holes in front of you.
Here are some guidelines to help you play faster:
- Look for your ball first. If feasible (and allowable in the tournament format) you can play your shot and then go help search for others.
- Play a provisional ball when in doubt to where your ball has come to rest. Make sure you follow the provisional rules, esp. when dealing with a hazard. (Rule 27-2)
- Keep others on pace. Encourage people in your group to keep on pace. Allow others to play through when you are behind.
- If you are walking, hop on the back of a cart in between holes or after tee shots to close the gap with the group in front.
Players that don’t abide by the slow play guidelines:
- 1st offense – receive a warning
- 2nd offense – 1 stroke penalty
- 3rd offense – 2 stroke penalty
- 4th offense – Disqualification
Any player that is frequently flagged for slow play may be barred from future tournaments.
All offenses may be appealed to the tournament committee during or directly after the round.
Tournament Formats
The Opener (April 18th)
- 18 Holes – 4 Player Texas Scramble
- Tournament Committee to establish teams based on competitor handicap at time of sign-up deadline.
- The format follows a regular scramble, except for the following:
- The person that hit the selected shot is excluded from hitting the next shot. They come back in on the following shots.
- For example, A, B, C, D all hit tee shots. A’s shot is selected.
- B, C, D hit the next shot. D’s shot is selected.
- A, B, C hit the next shot, and so on, until the hole is completed.
- All members come back in for the start of the next hole
- Black Tees on first hole
- Yellow Tees if preceding hole score was birdie or better
- White Tees if preceding hole score was par
- Red Tees if preceding hole score was bogey
- Black Tees if preceding hole score was double bogey or worse
- Women and Seniors 65+ can play from one tee forward
- From selected spot:
- On the green - balls must be played from selected spot.
- Through the green - balls may be placed within 1 club length, in the same cut of grass, no nearer the hole.
- In bunkers - balls may be placed within 1 club length, in the bunker, no nearer the hole.
- In water hazards - balls may not be played from the hazard. Balls must be dropped using the appropriate water hazard or lateral water hazard rule & penalty, and then played according to “through the green”.
- Each team member’s tee shot must be selected at least twice over the 18 holes.
- Ties shall be resolved through practice green putt-off.
- If for any reason the suggested tie breaking method cannot be pursued, the coordinators for this tournament will make the final decision as how to resolve the tie.
- Payouts:
- $200 to 1st Place Team
- $160 to 2nd Place Team
- $120 to 3rd Place Team
- $80 to 4th Place Team

The Memorial (May 3rd)
- 2 tournaments in 1: The 3 Club and The Tully
- The 3 Club:
- 3 clubs of the participant’s choosing
- 18 Holes Stroke Play
- White Tees for Men
- Yellow Tees for Women
- Payouts:
- $50 to 1st Place Gross
- $50 to 1st Place Net
- The Tully:
- In memory of a past member, Tom Tully, we’ll expand on a common game he liked to play. After the round, Tom would challenge you to a match, by comparing scorecards hole by hole, scoring like a match play, regardless if he had actually played with you.
- Taking that to another level, in this tournament, all players play a “scorecard match” against every other player, by comparing their scorecards from the 3-club, hole by hole.
- You get 2 points for a win, 1 point for a tie.
- The person with the most points wins.
- We’ll throw all the 3 club scores into a spreadsheet to make all the paper work rather easy and post it up on one of the TV’s at the club.
- Ties for points will be broken on how tied players fared against each other.
- If for any reason the suggested tie breaking method cannot be pursued, the coordinators for this tournament will make the final decision as how to resolve the tie.
- Payouts:
- $50 1st Place most Gross points
- $50 1st Place most Net points
NOTE: An individual cannot win multiple prizes (see section 8)

Schweikert (MAJOR) (May 16th, 17th, 23rd, 24th, 30th, 31st)
- 18 Holes Match Play
- If there are more than 32 participants, this tournament can go to 6 days but only if you keep winning.
- Draw positions determined by handicap at time of sign-up deadline.
- 85% Handicap
- Ties shall be resolved by play off holes, playing hole by hole until a hole is won.
- Using USGA recommendations, the play off should start on the first hole the match began. Handicap strokes will be used during the play off. If, for any reason these recommendations cannot be played out, the tournament committee coordinators for this tournament will make the final decision.
- Payouts:
- $125 to Winner
- $75 to 2nd Place
- $50 to 3rd Place
- $25 to 4th Place
- Tee boxes shall be determined by USGA index value in the table below. Once the tee box is determined, the appropriate tournament handicap will be determined (see section 9 & 10)

Best of the Best (June 13th, 14th)
- 36 Hole Individual Stroke Play
- Gross and Net (100% Handicap)
- Men play from red tees. Women play from white tees.
- Each player plays 36 holes. From these 2 rounds, the player will make an 18-hole scorecard based on their best score for each hole. For example:

High Bridge Classic (MAJOR) (June 27th, 28th)
- Two Person Best Ball 36 Hole Stroke Play
- Pick your own team.
- Singles are encouraged to signup and we will try to match you with a partner. The last unmatched single on the signup sheet may run into the possibility of not having a partner and thus, be unable to play.
- 85% Handicap
- Payouts:
- $200 to Winning Team
- $150 to Runner-up Team
- $100 to 3rd place Team
- Ties shall be resolved using a sudden death playoff. If for any reason the suggested tie breaking method cannot be pursued, the coordinators for this tournament will make the final decision as how to resolve the tie.
- Tee boxes shall be determined by USGA index value in the table below. Once the tee box is determined, the appropriate tournament handicap will be determined (see section 9 & 10).

The Par 3 Challenge (July 11th)
- 18 Holes – 4 Player Team Stroke Play.
- Tournament Committee to establish teams based on competitor handicap when sign-up sheet is taken down.
- Teams will be evenly weighted by member’s handicaps.
- Best 2 scores on each hole are recorded as a team score.
- BONUS, if all members of the team make par or better on a hole, 1 stroke is subtracted from the team score for that hole.
- Par 3’s are played normally.
- Par 4’s: Each team member tees off and the best drive is selected by the team Captain. The first stroke does not count in the team score. Each team member then plays normal golf from the spot where the selected drive lay (within 1 club length no closer to the hole, same cut of grass).
- Par 5’s: Each team member tees off and also plays a second shot from the spot of their own drive. The best second shot is selected, keeping in mind that penalties (ie OB, water hazards, etc...) are applied as usual. The 1st and 2nd strokes are not counted in the team score. Each team member then plays normal golf from the spot where the selected second shot lay (within 1 club length no closer to the hole, same cut of grass).
- Each team member’s drive on a par 4 (or drive and 2nd shot on a par 5) must be selected at least once during the round.
- Ties shall be resolved through a match of cards.
- Prize Money:
- $200 to 1st place team
- $120 to 2nd place team
- $80 to 3rd place team
- Tee boxes shall be determined by USGA index value in the table below. Once the tee box is determined, the appropriate tournament handicap will be determined (see section 9 & 10).

Mixed Scramble (July 25th)
- Two-person Scramble (with participant provided dinner or lunch fee)
- Partners must be of opposite sex.
- Women partners must play all putts.
- 100% handicap of the lower of the HBHGA Club member or the guest.
- Men from Red Tees. Sr. Men 65+ may play from the White tees.
- Women from Yellow Tees
- Normal scramble rules apply. From selected spot:
- On the green - balls must be played from selected spot.
- Through the green - balls may be placed within 1 club length, in the same cut of grass, no nearer the hole.
- In bunkers - balls may be placed within 1 club length, in the bunker, no nearer the hole.
- In water hazards - balls may not be played from the hazard. Balls must be dropped using the appropriate water hazard or lateral water hazard rule & penalty, and then played according to “through the green”.
- In addition, each team will have the option to move their ball a total of 6 club lengths during the round without penalty.
- Teams may use this all at once or in parts over the 18 holes.
- Lengths that are less than 1 club length are counted as 1 full club length.
- A club length is defined to be the length of the club you will use for the upcoming stroke (long putters excluded).
- You may use club lengths from anywhere on, or off, the course
- Each club length used is not counted as a stroke.
- Payouts:
- $40 1st Place
- $30 2nd Place
- $20 3rd Place
- $10 for the 1st 1 putt (without moving it in)
- $10 for the player going the longest without a 3 putt
- $10 in a mystery category
- Ties shall be resolved using USGA recommended match of cards procedure.

President’s Cup (MAJOR) (August 8th, 9th, 15th, 16th)
- The President’s Cup is awarded to the best Gross player in the HBHGA.
- Players not interested the Gross flight can sign up for the Net division.
- Gross division:
- Black Tees for Men, Red Tees for Women
- No Handicap
- Net division:
- Red Tees For Men - White Tees for Women
- 100% Handicap
- All Players will play in a stroke play qualifying round on first day
- Match play flights will then be determined for each division:
- The best 8 scores are in the 1st flight (The Trophy Flight)
- The next best 8 scores are in the 2nd flight
- The next best 8 scores are in the 3rd flight
- And so on...
- Cutoffs for flights are based on 8 player flights (8, 16, 24, 32, etc)
- Minimum number for the last flight is 6 players
- The last players not to make up the last flight don’t advance
- For example, if there are 20 players signed up for the Gross division and 26 signed up for the Net division:
- For the Gross division:
- Top 8 get seeded into the 1st Gross Flight (The Trophy Flight)
- The next 8 get seeded into the 2nd Gross Flight
- The bottom 4 players don’t advance
- For the Net division:
- Top 8 get seeded into the 1st Net Flight (The Trophy Flight)
- The next 8 get seeded into the 2nd Net Flight
- The next 8 get seeded into the 3rd Net Flight
- The bottom 2 players don’t advance
- Ties for final bracket spots are resolved by sudden death playoff and match of cards for other spots (with handicaps where appropriate).
- Coordinators will decide sudden death playoff holes. If for any reason the suggested tie breaking method cannot be pursued, the coordinators for this tournament will make the final decision as how to resolve the tie.
- Payouts:
- $300 for Gross division, $200 for Net division.
- Prize splits for places in each flight will be determined based on participation, and posted after qualifying.

Two Person Multiple Shot (August 29th)
- Players may pick their own teams.

- 18 Hole stroke play
- Holes 10 through 15 will be a 2 person scramble
- Between both players, playing the best shot
- Holes 16 through 3 will be a 2 person better ball
- The best net score between team members at the end of each hole will be recorded for the team score.
- Holes 4 through 9 will be a 2 person alternate shot
- By alternating shots between team members, the total score will be recorded for the team score.
- Each team member alternates tee shots, no matter which member finished the previous hole.
- Ties shall be resolved through practice green putt-off.
- If for any reason the suggested tie breaking method cannot be pursued, the coordinators for this tournament will make the final decision as how to resolve the tie.
- Handicaps: The appropriate formula will be used for each format.
- Scramble Hcp: (50% of lower hcp + 25% of higher hcp) / 3
- Better Ball Hcp: Players will get strokes on holes they would have normally gotten at 85% of course hcp.
- Alternate Shot Hcp: Computed by adding 100% of the course handicaps of both players and then dividing by 2 (and again by 3).
- Payouts:
- $100 to Winning Team
- $ 60 to 2nd Place Team
- $ 40 to 3rd Place Team
- Tee boxes shall be determined by USGA index value in the table below. Once the tee box is determined, the appropriate tournament handicap will be determined (see section 9 & 10)

Senior Championship (MAJOR) (September 19th, 20st)
- 36 Hole Stroke Play
- Gross (0% hcp); Net (100% hcp)
- “Senior” eligibility limited to those 50 years and older as of Tournament start date.
- “Super Senior” eligibility limited to those 60 years and older as of Tournament start date
- Ties for Gross winner shall be resolved by sudden death stroke playoff.
- Ties for Net winners shall be resolved using USGA recommended match of cards procedure.
- If for any reason the suggested tie breaking method cannot be pursued, the coordinators for this tournament will make the final decision as how to resolve the tie.
- Payouts: For both the Senior and Super Senior flights:
- $60 to Gross Winner
- $40 to Gross Runner-Up
- $60 to Net Winner
- $40 to Net Runner-Up
- Yellow Tees – Super Senior Women
- White tees - Super Senior Men and Senior Women
- Red tees – Senior Men and those Super Seniors playing in both
- Super Seniors playing in both shall receive 2 additional strokes for the Super Senior Net, due to the difference in course ratings
Note: For Super Seniors playing in both the Senior and the Super Senior, or players winning both gross and net positions, you will only be eligible to win one prize, which ever is greater. (Please refer back to tournament notes section 8)

Pre-Senior (September 19th, 20st)
- Sr. Partner Play:
- Players are picked by a Sr. partner
- Your net score +
- The Sr.’s best net score from their 1st or 2nd day of play
- Players can play for more than one Sr. partner.
- Players not picked by a Sr. partner will just double their net score.
- Open to those less than 50 years old as of Tournament start date.
- 18 Hole Stroke Play
- You can pick to play either Saturday or Sunday.
- Black Tees for men, White Tees for women
- 100% Handicap
- Ties for winners shall be resolved using USGA recommended match of cards procedure.
- If for any reason the suggested tie breaking method cannot be pursued, the coordinators for this tournament will make the final decision as how to resolve the tie.
- Payouts:
- $80 for 1st Place Net Team ($40 Sr., $40 Pre-Sr.)
- $40 for 2nd Place Net Team ($20 Sr., $20 Pre-Sr.)
NOTES:
- An individual cannot multiple prizes (see section 8)
- If a low number of players participate in this tournament the payouts will be adjusted.

Octoberfest (October 4th)
- 2 tournaments in 1:
- 100% Handicap
- 4 Player Teams. Tournament Committee to establish teams based on competitor handicap the day of sign up dead line.
- Two scores are recorded for each hole; a two ball score and a pink ball score.
- Two Ball:
- The two ball score is the sum of the lowest 2 Net scores (out of 4) on a given hole.
- Pink Ball:
- Whoever plays the pink ball on a given hole posts the pink ball score.
- There is one pink ball per team. The pink ball is rotated equally among the four players.
- Player 1 plays the pink ball on the first hole; player 2 plays the pink ball on the second hole, and so on.
- If the pink ball is lost, the team is eliminated from the pink ball competition.
- Note: If all of the teams lose the pink ball, the team completing the most holes with the lowest Net score shall be the winner
- Red Tees for Men
- White Tees for Women
- Players 65+ can move up a tee box
- Ties shall be resolved using USGA recommended match of cards procedure.
- Payouts:
- $100 to Pink Ball Winning Team (awarded first)
- $100 to Two Ball Winning Team
- $60 to 2nd Place Pink Ball Team
- $60 to 2nd Place Two Ball Team

- On each hole, each team member drives and the best drive is selected by the team Captain. Each team member then plays a second shot from the spot where the selected drive lay, and the best second shot is selected. This process is repeated until the hole is completed.
- Yellow Tees on first hole
- Black Tees if preceding hole score was birdie or better
- Red Tees if preceding hole score was par
- White Tees if preceding hole score was bogey
- Yellow Tees if preceding hole score was double bogey or worse
- Women and Seniors 65+ can play from one tee forward
- From selected spot:
- On the green - balls must be played from selected spot.
- Through the green - balls may be placed within 1 club length, in the same cut of grass, no nearer the hole.
- In bunkers - balls may be placed within 1 club length, in the bunker, no nearer the hole.
- In water hazards - balls may not be played from the hazard. Balls must be dropped using the appropriate water hazard or lateral water hazard rule & penalty, and then played according to “through the green”.
- Each team member’s tee shot must be selected at least twice over the 18 holes.
- One “LOB” will be allowed for each team on the front nine (holes 1-9) and again on the back nine (holes 10-18). A “LOB” is a toss or throw. An unused LOB on the front nine may NOT be carried over to the back nine. A LOB does not count as a stroke and is used just like a scramble from each team member.
- Ties shall be resolved through practice green putt-off.
- If for any reason the suggested tie breaking method cannot be pursued, the coordinators for this tournament will make the final decision as how to resolve the tie.
- Payouts:
- $200 to 1st Place Team
- $150 to 2nd Place Team
- $100 to 3rd Place Team

Additional Tournament Rules
USGA Rules to Remember:
- It is not the job of the HBHGA to teach the rules of golf according the USGA to its members. All playing members should have a common knowledge of the rules. Members can visit the USGA on line or the High Bridge Hills Golf Association web site (http://www.hbhga.org) to study rules and take rules quizzes (recommended). A copy of the Decisions on the Rules of Golf may also be purchased from the USGA or viewed on the web.
- Special Rules will be posted for tournaments played under non-standard formats. All other tournaments will be played according to the Rules and Decisions on the Rules of Golf as defined by the USGA.
- The HBHGA Tournament Committee is responsible for all decisions regarding course playability and the suspension or cancellation of play due to dangerous or adverse conditions.
- The Tournament Committee will be posting starting times prior to each competition.
- The ball a player uses shall be named on the current list of conforming golf balls issued by the USGA for all major tournaments.
- All players must announce, to their opponents, the ball name, type and distinguishing marks before teeing of on the first hole, and again anytime a new ball is legally introduced into play.
- If a player arrives at his starting point, ready to play, within 5 minutes after his starting time, in the absence of circumstances which warrant waiving the penalty of disqualification as provided in rule 33-7, the penalty for failure to start on time is loss of the first hole in match play or a two stroke penalty in stroke play. The penalty for lateness beyond 5 minutes is disqualification.

Local Rules:
- GPS (cart and handheld) will be allowed in all tournaments, except for devices that account for wind and/or elevation change.
- The power lines and poles in between holes #1 and #2 will be treated as an immovable obstruction. Any ball striking the wires or poles will not be replayed. Interference from the poles in a player's stance or intended swing will be entitled to relief as outlined in Rule 24-2.
- The right side of hole #3, back of green #6 will be played as a hazard pending stake markings, to be done by the golf course.
- There is an area on the back left of hole #6, which can be considered casual water. However only from hole #6 can there be “Reasonable Evidence” that the ball is lost in casual water. Without reasonable evidence the player must proceed under rule 27-1. Please refer to 25-1c/1 for clarification of reasonable evidence.
- The right side of hole #17 is out of bounds before and after the boundary fence. Additional white stakes may be posted before the season.
- Although it may be marked as such, the gravel cart path on #13 is NOT in the hazard. Players can get relief from the path as described in Rule 24-2. The hazard will be defined as starting from the left side of the gravel path. Players should remember that they can’t drop in the hazard.
- Players can take relief from bumpy artificial turf, as found on #8 (by the stairs) and on #3 (after the first trap).
- There is no designated drop area on hole #8!
- Rule 26-1/1 Meaning of Reasonable Evidence in Rule 26-1:
- The term “reasonable evidence” in Rule 26-1 is purposely and necessarily broad so as to permit sensible judgments to be reached on the basis of all relevant circumstances of particular cases. As applied in this context, a player may not deem his ball lost in a water hazard simply because he thinks the ball may be in a hazard. The evidence must be preponderantly in favor of it being in the hazard. Otherwise, the ball must be considered lost outside the hazard and the player must proceed under rule 27-1. Physical conditions in the area have a great deal to do with it. For example, if a water hazard is surrounded by a fairway on which a ball could hardly be lost the existence of reasonable evidence that the ball is in the hazard would be more likely than if there was deep rough in the area. Observing a ball splash in a water hazard would not necessarily provide reasonable evidence as splashing balls sometimes skip out of hazards. It would depend on all the circumstances.
- Permitting play of a provisional ball under rule 26-1 for a ball that may be in a water hazard of such character that if the original ball is not found, there is reasonable evidence that it is lost in the water hazard and it would be impracticable to determine whether the ball is in the hazard or to do so would unduly delay play. The ball is played provisionally under any of the available options under Rule 26-1. In such a case if a provisional ball is played and the original ball is found in the water hazard, the player may play the original ball as it lies or continue with the provisional ball in play, but he may not proceed under rule 26-1 with regard to the original ball. Any ball played near or in the creek/hazard should be deemed a lost ball and provisional ball played. Player has option to find original ball and play it as it lies (not recommended considering the conditions around the hazard).
